Britain and Germany announce a counter-hybrid partnership. Viddy the promise, droogies: information sharing and coordinated disruption. The proof still needs to arrive.

The order form

Britain announced a new counter-hybrid partnership with Germany on October 8. The governments intend to share information and coordinate efforts to monitor, deter and disrupt hostile activity, covering cyberattacks, sabotage and threats to critical infrastructure. Downing Street singles out Russia while saying the cooperation will address threats wherever they originate.[1]

Prime Minister Andy Burnham is due to meet Chancellor Friedrich Merz in Berlin today. Germany's advance notice schedules the exchange of ratification instruments for the 2025 Kensington Treaty during the visit.[2]

Read the small print

The announcement supplies no operational timetable, staffing or budget. It does not demonstrate that the new arrangement has disrupted an attack.[1]

Separately, the UK says Burnham has asked security chiefs to establish a National Centre for Information Defence, including work on hostile-state information attacks and deepfakes. That is a UK initiative; the release does not explicitly make it part of the bilateral machinery.[1]

The droog test

A shared filing cabinet is a start. Whether anyone can reach the fire extinguisher while the curtains are burning is the interesting bit.

Viddy the next receipts: how quickly a warning crosses the border, who can act on it, and what happens to the people paying for the sabotage. A partnership can make evasion harder. A photograph can make a very handsome photograph.

Until results emerge, keep the label on the box: announced cooperation. Europe has quite enough commemorative stationery.
